WASHINGTON (AP) — Republican Mitt Romney took the first official steps toward a second presidential bid Monday, telling supporters he had formed an exploratory committee to begin a White House run.
Romney, who has been planning a second run since losing the Republican nomination in 2008, focused in his announcement on the economy and what he described as President Barack Obama's failed policies.
"It is time that we put America back on a course of greatness, with a growing economy, good jobs and fiscal discipline in Washington," the former Massachusetts governor said in a video posted on his website, on Facebook and on Twitter.
He criticized Obama's stewardship of the economy and offered a preview of his expected campaign theme: Romney is a proven business executive while Obama remains unqualified to lead.
"Across the nation, over 20 million Americans still can't find a job or have given up looking," Romney said.
"How has this happened in the nation that leads the world in innovation and productivity? The answer is that President Obama's policies have failed. He and virtually all the people around him have never worked in the real economy. They just don't know how jobs are created in the private sector."
Romney, a businessman who ran Salt Lake City's Winter Olympics, has lined up donors, staff and advisers for his second presidential bid. He lost the GOP nomination to John McCain in 2008.
Since then, Romney has written a book on government and has raised money and campaigned for Republican candidates.
His strengths are substantial: He's well known and he's an experienced campaigner. He has a personal fortune and an existing network of donors. He has a businessman's background and a record of turning around failing enterprises in a time of economic turmoil.
But his challenges are big, too. They include the health care law that was enacted in Massachusetts on his watch and that's similar to Obama's national health overhaul, which conservatives despise. He also must overcome a record of changing positions on social issues, shifts that have left conservatives questioning his sincerity.
He's the closest thing to a front-runner in a field that lacks one.
The former venture capitalist invested more than $40 million of his own money into the 2008 race and counted on early wins in Iowa and New Hampshire that never materialized. He tried to run to the right of the pack but couldn't persuade GOP primary voters to overlook his reversals on social issues including abortion and gay rights. He also struggled to allay skeptics of his Mormon faith.
Romney, who in his first presidential race struggled to explain to Republicans why he would give the party the best chance to win the White House, is arguing this time that he would be the strongest to challenge Obama on the country's single biggest issue.
In his under-three-minute announcement video, recorded Monday at the University of New Hampshire, he underscored what is expected to be his overarching campaign theme.
"From my vantage point in business and in government, I have become convinced that America has been put on a dangerous course by Washington politicians, and it has become even worse during the last two years," Romney said. "But I am also convinced that with able leadership, America's best days are still ahead."

Michael Graham, I am a daily listener and past advertiser on 96.9. I like some of what the shows offer. However I wish Michael Graham would continue his segment about not needing a degree in order to secure a good job. Tell all the big box retail stores. Yes, Can you believe it, to work for Best Buy, Walmart, Petsmart, Petco, Nordstrums, Simon Malls, Macy's, Bloomingdales, Shaws, Hannefords, TJj Maxx, Marshalls, Security officer as a rent a cop, Sears, etc.. in some type of management position, department manager, Assistant Manager, Store Manager, Director. Even for a Hess gas station, sunoco, you name it Mike. They all want a bachelors degree ! You probably won't mention this e mail, but it's the truth. The truth be known, Mike, if we had the draft or mandated everyone out of high school participate in some service to our country, Our military intervention would be inclusive of our whole society. Not just an Army of Conscription, whether you agree with that statement or not. Why should prisoners get a free ride, they should be allowed to redeem themselves and allowed in participating in the services if they choose ? The truth be Known, Mike, if we taxed all internet sales with a national sales tax, 1 % would pay for everyone's health care ! The one thing I have noticed about your station in comparison to ten years ago, despite Jay Severns being gone is the fact that you are sounding more like WGBH, NPR and the BBC, more of a liberal posturing. I e mailed Emily Rooney and Calley Crosley and told them that compared to ten years ago, instead of having there usual liberal posturing they are sounding more conservative, Why is that ? One more point, I am not voting for Obama and like Jerry Williams once suggested, I am not voting for one incumbant this next time around. Scott Brown can shove it, he's as two faced as Mitt Romeny, William Weld and all the rest of the Broad based dissodent Jackel republicans who are out in this state to undermine the socio economic and values system within the commonwealth. Better to not have a republican party at all than to have this watered down version of the Cub Scouts with Mitt Romney as the Scout Leader. Not one Republican in this state acts, conducts, or holds themselves to be true to whatever republican values are ? I am fiscally liberal but socially conservative, believing in helping people in need, people at the bottom. If one cannot wake up in the morning and look in the mirror with integrity, once you sell your integrity, you can have all the money in the world but without ones integrity we have nothing. My final question is, why did we have to have the debt ceiling debate a media cliff hanger, when we all knew that the US was never going to default? Yet, the media fell for it and played that game, because it makes news. Let's face it, when we go into default, we will have no advanced notice and it will happen quick and fast not the way it was played out with all this mello-drama. During Vietnam we would have never had all these wars going, there would be protesting in the streets, why? Because there was a draft, like it or not, everyone's children went. The media was against all of these wars. All the media is doing by supporting these wars is to bring more body bags home. All the media suppor in the USA advocating our mission in Afghanistan, Libya and more is to bring about great sadness to many families. At least during Vietnam, we had Walter Cronkite, it's time for a Walter Cronkite to step forward and say enough is enough, either slam the hell out of our enemies and get out, or just get out. We need a press like during the sixties and seventies, had some testecular fortitude in bellying up to the bar and telling it like it is. But a media who is nothing less than yellow belly milk toasts, who exemplify what cowardice is. Real hereo's will step forward and say, I love my country but the US is now going forward on the wrong side. Can you imagine, Do you think Hillarie Clinton would support uprisings in Washington, if we the people took to the streets and revolted against our foreign policy, our fiscal irresponsibility and we the people, demanded regime change in the US. Our elections are the same type of farce as you see in foreign third world countries. What choices do we have? The rich, the stupid and the celebrities, that's our choice for political, government servants. They are the servants not us the people, this equation need to be changed around. Look around you, Newt Gingriech, "Hypocrite" "Sarah Palin" Idiot. Republicans deserve to lose if they cannot come up with some better people. Maybe we need someone out of no where, some one who really wants to help this country and not themselves. A selfless candidate interested in pulling this country out of the death spiral we are in and will continue to be in. But seriously, Hillarie Clinton was all smiles and thought, "Oh revolution and regime change from within is great" How about when we do that to her, take to the streets. Never happen Michael, Our citizens would be slapped with Felonies, arrested, hit with water cannons and hauled away, quick and fast. The citizens in Egypy enjoyed more freedom then we will ever know in this country. Because the young people of today, don't know what it is like to be outside:-)) Our country is in big trouble, teenagers and college students are in their dorms, homes, or apartments right after 10 pm. When I was growing up, people were out on the streets until 1 and 2 AM. Talking, down the beach, hanging out and talking politics. Our youth is dead and we their parents enabled them to be that way, Ohhhh don't take risks, ooohhhhhh, don't speak your mind against the government" Cower Cower Cower is what we teach our kids. Don't take a stand, even if it's not a popular one, don't be a trail blazer, just follow, follow and follow the crowd. As one parent told me, as I have two children, who are both rable rowsers, "Bil, you need to teach your children not to rock the boat, follow the crowd, don't cause waves. Heck, Our country was built on making waves, but we did it to preserve what my father during ww2 fought for. My dad age 87 doesn't even recognize our country today ! My mom age 80 told me that, "we live in a foreign country, son" . This country is not your fathers oldsmobile, but that was the country we fought for. I graduated from a military school in the 70's, Norwich University, when it was an all male military college. I spend my Christmas vacation at Fort Devens, 10th special forces group 1st airborn, training at Spartan Training. They are now located in Kentucky.
