When will traffic authorities understand that neither HOV nor Big Digs is going to solve any congestion problems? It is traffic patterns. Concentrate all effort on keeping slow moving drivers off the left lanes. Why people dont use the HOV? Because if you get stuck behind a slow mover, there isnt much you can do. All congestions and accidents are caused by slow, distracted and panicky drivers. As long as traffic authorities do not believe in that, traffic jams will never end no matter how many more lane of highways are built. A bon entendeur, salut!
