Massachusetts Inspector General Gregory Sullivan is investigating John Barranco, the former director of the Merrimack Special Education Collaborative. Sullivan is investigating whether Barranco used his control of the agency and a related nonprofit to boost his pay, used credit cards of a nonprofit he established, and charged more than $50,000 in personal expenses.
